EAGLE PASS – The Maverick County Sheriff's Office seized 26 pounds of marijuana Tuesday after receiving a report of a suspicious vehicle, according to a news release.

The anonymous tip led deputies to execute a traffic stop on a gray Chrysler 300 in the Seco Mines subdivision. A K-9 was taken to the area where it alerted authorities to the presence of narcotics, according to the report.

Sheriff Tomas S. Herrera said deputies working on the scene discovered 12 brown bricks containing a total of 26 pounds of marijuana.

The case remains under investigation, according to the sheriff.

Press release: City investigating $68,000 of credit card abuse and theft PDF Print option in slimbox / lytebox? (info) E-mail

PRESS RELEASE – The City of Eagle Pass, through its Criminal Investigation Division, is currently concluding a thorough investigation for credit card abuse and theft. Our initial investigation has revealed that staff member illegally used a city fuel credit card for his personal benefit and for the personal benefit of others.

This staff member has been terminated and the city will pursue prosecution to the fullest extent allowed, which we expect to include restitution. In addition, our preliminary investigation revealed that an estimated $68,000 of city owned funds was misappropriated by this former employee and his co-conspirators.

We believed that other suspects (not employed by the city) participated with this particular staff member in this criminal activity. Arrests will be forthcoming.

Although not involved in the criminal activity, disciplinary action has been taken against other staff members for failure to follow policy, with established "check and balances" for the use of these cards.

These "checks and balances" would have uncovered the misuse in this initial phase.

The current policy for "fuel card usage" has been revised to include more stringent standards to ensure proper and eliminate possible abuse.

The city is deeply saddened by this incident. Administration has always taken great pride in maintaining a high level of fisical responsibility.

We remain resolute in our commitment to the community and will work dilligently to ensure that we can eliminate any future misuse of future funds.

April 3 Primary Depends On Deadline Today PDF Print option in slimbox / lytebox? (info) E-mail

SAN ANTONIO - Today is the deadline for opposing sides to agree on Texas election maps. Without an agreement federal judges in San Antonio have said the April 3 primary elections will be delayed again. KERA's Shelley Kofler says that could further diminish Texas' role in the presidential election.

Texas Republicans had hoped the state's March 6 primary would come early enough so they'd have a big "say" in choosing the GOP presidential nominee. But a legal dispute over election boundaries has pushed the Texas primary back to April 3. Now federal judges have said they will delay the primary further if republican lawmakers who drew the state's maps don't reach an agreement today with minority groups and Democrats.

The Texas Democratic Party's Rebecca Acuna says don't hold your breath.

Acuna: It s very unlikely there will be an agreement by Monday and an April 3 primary is looking less likely.

The Texas Republican Party's Chris Elam says another delay would diminish the state's influence.

Elam: What we do know is the further it gets pushed back there is a greater likelihood that the presidential race could be settled or be close to being settled. We do feel like there is a great opportunity for Texas to be a big prize in that presidential race.

Texas Democrats already know Barack Obama will be their presidential nominee so Acuna says they're willing to delay the primary and their state convention for that matter.

Acuna: We just want to make sure the courts come out with the best possible maps that reflect the demographic reality for the state of Texas.

Democrats claim the Republican legislature's election boundaries ignore a growing minority population. Democrats believe they can win three of the state's four new congressional districts if election boundaries reflect that growth.

The courts have said the primary could be held as late as June if today's deadline isn't met.

Attorney: Texas redistricting talks have stalled PDF Print option in slimbox / lytebox? (info) E-mail

SAN ANTONIO (AP) — Negotiations between minority groups and Texas officials in a lengthy clash over new political districts appeared stalled Monday as both sides prepared to argue in Washington over whether the Republican-drawn maps violate the federal Voting Rights Act.

An attorney for the League of United Latin American Citizens, one of nine groups suing to block the maps, said negotiations to create temporary maps so Texas could salvage an April 3 primary date hit an impasse over the weekend. Both sides have another week to work out a deal, but Luis Vera, LULAC's general counsel, said he was not optimistic.

"It just doesn't seem feasible," he said.

A federal court in San Antonio last week gave the sides until Feb. 6 to draw up the temporary maps that would remain in place through November's election. If they don't, Texas' primaries will be pushed back for a second time. They were originally scheduled for March.

Lauren Bean, a spokeswoman for the Texas attorney general's office, said her office was not commenting on the negotiations.

Vera said a major obstacle is that the state isn't involving all parties in the negotiations. Gary Bledsoe, president of the Texas NAACP that is among the nine plaintiffs, said the state was mainly negotiating with the Mexican American Legal Defense and Education Fund and the Mexican American Legislative Caucus.

Bledsoe said unanimous agreement among the nine isn't required for the court to accept a deal. He believes that while there is a "reasonable chance" the state could work out a deal with two or three of the groups, odds are longer of getting total consensus.

Vera has been among the most vocal proponents of simply waiting for a Washington federal court to rule on the separate issue of whether the original maps violate the Voting Rights Act.

States typically redraw their political boundaries every 10 years based on population figures from the census. Texas is one of nine, mostly Southern states that require "preclearance" from the U.S. Justice Department when changes to electoral maps are made.

At issue is how the Texas maps treat minorities. Republican leaders say the maps merely benefit their party's candidates, but minority groups claim they discriminate by diluting minority voting power. One major issue has been whether the maps fairly account for the surge in Hispanic population in Texas over the last decade.

Closing arguments in the Washington trial are set for Tuesday. Many of the principal negotiators involved in the interim map talks traveled to Washington on Monday to prepare for that case.

The three-judge panel in Washington has given no indication on when it might rule.

The San Antonio court had previously drawn interim maps while the Washington trial took place. The U.S. Supreme Court threw them out earlier this month, saying the San Antonio court did not show enough deference to the map crafted by Texas lawmakers and adjusted parts of the map where there was no Voting Rights Act argument.

Before the San Antonio court last week gave both sides an additional 10 days to hash out a compromise or forfeit an April 3 primary date, Texas Republican Party chairman Steve Munisteri said conservative minorities would be disenfranchised if the primary is delayed again.

The later Texas' primaries are held, the less influence the state is likely to have on who emerges as the Republican presidential nominee.

"If we're talking about minority rights, what about Hispanic Republicans?" Munisteri told the court during Friday's hearing.

If the April 3 date is postponed, Democrat and Republican party leaders say an April 17 primary would be possible if temporary maps are in place by mid-Februrary.
